Four proponents shortlisted for the North Coast Transmission line construction contract
Four proponent teams have been shortlisted for the line construction contract for the North Coast Transmission Line (NCTL) project. The scope of the contract includes the supply of all labour, equipment and materials to perform line construction for NCTL.
As part of a competitive Request for Supplier Qualifications (RFSQ) process that began in February 2026, BC Hydro assessed qualified submissions and selected the following four proponent teams to advance to the next stage:
Aecon Power Services Inc. and Aecon Constructors
Allteck Limited Partnership
LF North Coast Constructors (Ledcor Utilities Ltd. and Forbes Bros. Ltd.)
Valard Construction LP
All four pre-qualified contractors are Canadian companies, bringing domestic expertise and capacity to the largest transmission infrastructure project underway in British Columbia.
The RFP stage will include opportunities for early contractor involvement (ECI), bringing BC Hydro, First Nations, and the pre-qualified contractors together through workshops, site visits and technical meetings. The ECI process is designed to support optimal solutions by incorporating industry expertise early, refining construction methodology, schedule, cost, logistics and risk management planning.
Line construction contracts for NCTL Phase 1 and Phase 2 are expected to be awarded in spring 2027 and fall 2027, respectively. Clearing and access work, which is required before line construction can begin started on Phase 1 in July 2026 and will begin on Phase 2 in early 2027.
