About the RFEOI for Capacity
The 2025 Request for Expressions of Interest (RFEOI) for Capacity seeks information from organizations capable of delivering reliable and cost-effective capacity and/or baseload energy resources to meet B.C.'s growing power demands.
Responses will inform the development of long-term procurement strategies that will help build a more diverse and resilient power system for British Columbians. It will also shape how we explore and engage on capacity and baseload energy opportunities in the future, including exploring risk-sharing and co-ownership opportunities.
Participation in this RFEOI does not preclude respondents from taking part in future competitive Request for Proposal (RFP) processes, including the 2025 Call for Power. This RFEOI and any subsequent RFP processes are independent of the other and participation in one process will not be participation in the other process.

How to respond to the RFEOI
Collectively, a Respondent's completed fillable questionnaire template and letter of interest (see Appendix A and B of the RFEOI) by the Response Deadline shall constitute the Respondent's RFEOI Response.
RFEOI Responses should be submitted by emailing the completed questionnaire and letter of interest to 2025RFEOI_Capacity@bchydro.com on or before the Response Deadline.
A Request for Expressions of Interest (RFEOI) is a preliminary procurement step that allows us to gather information from potential suppliers. This process assesses the market's capabilities, interest, and technology solutions aligned with specific project needs, informing our long-term procurement strategies. Participation in this RFEOI is non-binding, and expressions of interest submitted do not create any commitment or obligation for either BC Hydro or respondents.
Yes. Participation in this RFEOI does not preclude respondents from taking part in future competitive Request for Proposal (RFP) processes. If a Call for Power RFP is issued while this RFEOI remains open, interested parties are advised that this RFEOI and any subsequent RFP process are independent of the other and participation in one process will not be participation in the other process.
BC Hydro is interested in Capacity and/or Baseload Energy Resources (with the exception of nuclear resources) in B.C. that can connect to our integrated system. For more information, see section 2.0 of the RFEOI.
