BC Hydro is pleased to visually clarify the opening of extended windows [PDF, 48 KB] for purchasing transmission for Veterans Day, November 11, 2026.
Time Zone Issue in OASIS for Transmission Offering Summary Display

We want to advise all OATT customers that the Transmission Offering Summary display in OASIS looks incorrect for Daily/Weekly/Monthly ATC offerings active between the date range of 2026-11-01 to 2026-11-15, inclusive (see excerpt). The labeling of the Start Time and the Stop Time for daily/weekly/monthly transmission service offerings shows 01:00, instead of 00:00. Please disregard the 01:00 and read it as 00:00. The capacity for daily/weekly/monthly are correct for the Start Time and the Stop Time of 00:00. This applies to all paths and classes. The viewing issue corrects itself starting 2026-11-16.
Business Practices Amended in response to BC’s Permanent Daylight Savings Time

Further to the bulletins posted on September 23 and 15 at Scheduling in New Time Zone and BC Adopting Permanent Daylight Saving Time, respectively, BC Hydro has amended the following business practices to accommodate BC’s Permanent Daylight Savings Time (PCT), which is equivalent to MST, or UTC – 7.
- TTC / ATC (amended timezone from PPT to PCT/MST)
- Submitting a Short-Term Transmission Service Request (amended timezone from PPT to PCT/MST, amended Hourly Service Reservation Profile to align with the US market)
- Processing of Short-Term Transmission Service Request (amended timezone from PPT to PCT/MST)
- Network Economy (amended timezone from PPT to PCT/MST)

Scheduling in New Time Zone

Further to the Bulletin posted on September 15, 2026, BC Hydro is adopting Pacific Time (PCT) year-round, which is equivalent to MST / UTC-7. Customers submitting a TSR will need to choose Mountain Standard Time (MST) on webSmartOASIS if the TSR Start or Stop Time is after midnight November 1, 2026.
Potential Increase to ATC

BC Hydro is anticipating a potential increase to long term ATC of up to 70 MW on the US-BC path and up to 370 MW on the BC-US path because of changes to grandfathered agreements. We’ll provide more information as we receive it in a subsequent bulletin.
BC Adopting Permanent Daylight Saving Time

Further to the government announcement earlier this year, “the Province of British Columbia is adopting permanent year-round daylight saving (DST) to improve people’s overall health, reduce disruptions for families, simplify scheduling and provide an extra hour of evening light during the winter months.” Thus, the time change that usually occurs on the first Sunday in November (November 1, 2026, this year) will be eliminated and stay permanently in DST. We will post more bulletins as we advance this change in our business systems and the impact to TSRs and scheduling.
