BC Hydro is experiencing technical difficulties which has impacted the posting of the Network Economy Test Results [XLS, 25 KB] for April 5, 2011. Therefore we are posting the results for April 5, 2011, to lessen the inconvenience to customers. We are working to resolve this issue as quickly as possible.
BC Hydro F12 – F14 Revenue Requirements Application including Proposed Changes to OATT Rates – UPDATE

Further to the bulletin posted on March 9 at 1:52 pm, the British Columbia Utilities Commission (Commission) via Order No.G-61-11 [PDF, 316 KB] has suspended interim rates until further Order of the Commission following the April 8, 2011 Procedural Conference.

Conditional Firm Service Business Practice

BC Hydro has elected to adopt Option 1 and is pleased to post the final Conditional Firm Service Business Practice [PDF, 199 KB] along with a revised Processing of Long Term Firm Point-to-Point Transmission Requests Business Practice [PDF, 153 KB].
BC Hydro F12 – F14 Revenue Requirements Application including Proposed Change to OATT Rates

As directed by British Columbia Utilities Commission Order No. G-40-11 BC Hydro is to notify its OATT customers of the F12-F14 Revenue Requirements Application and proposed change in OATT rates.

Conditional Firm Service (CFS) – Response to Customer Comments

Further to the bulletin posted on March 7, BC Hydro is pleased to post its response [PDF, 22 KB] to customers comments on CFS.
Conditional Firm Service (CFS) – Update

In light of the substantial comments received by customers arising as a result of the CFS Workshop held on February 4, BC Hydro is deferring the posting of its responses to allow sufficient time to fully consider all of the comments. BC Hydro will post its responses as soon as possible.
NE Test Results – March 3, 2011

BC Hydro has been experiencing technical difficulties which may impact the posting of the Network Economy Test Results [XLS, 25 KB] for March 3, 2011. Therefore, we are posting the results for March 3, 2011 in advance to lessen the inconvenience to customers in the event the results do not post as scheduled.
Conditional Firm Service Business Practices – Customer Comments

On February 4, 2011, BC Hydro held a Conditional Firm Service (CFS) Workshop and asked customers to provide comments by February 18. As a result of customer comments at the February 4 workshop, BC Hydro posted revised draft CFS Business Practices (BPs) on February 9. Subsequently, BC Hydro received informal comments and further clarified Section 4 of both draft CFS BPs on February 16 via bulletin. BC Hydro also extended the deadline for customer comments from February 18 to February 23.
At this time, BC Hydro is pleased to share comments from Cargill Power Markets [PDF, 600 KB], TransCanada Energy Limited [PDF, 32 KB], Capital Power Corporation [PDF, 121 KB], Rainbow Energy Marketing Corporation [PDF, 24 KB], Morgan Stanley [PDF, 2.3 MB], Powerex [PDF, 53 KB], and NaturEner [PDF, 415 KB]. As a result of the February 23 extension and the extensiveness of the comments, BC Hydro will be delaying its response to these comments from February 25 to March 7.
Conditional Firm Service (CFS) Business Practice (BP) – Section 4 Clarification

Further to the bulletin posted on February 9, BC Hydro has received informal comments that Section 4, Short-Term Firm ATC, of the CFS BPs requires clarification. As such, BC hydro believes it is important to clarify the lanquage in this section of the BPs before customer comments' on the CFS BPs are due on February 18. BC Hydro apologizes for having to provide this clarification and is sympathetic to customers if addition time is required to complete their comments. Please notify Brenda Ambrosi if you require an extension of the February 18 deadline to February 23.

NE Test Results – February 10, 2011

BC Hydro identified that the Network Economy Test Results [XLS, 15 KB] were not posted for February 10, 2011. Therefore, we are posting the results for February 10, 2011. We apologize for this inconvenience.
Loss Compensation Extension

BC Hydro would like to inform its customers that Rate Schedule 09 (Loss Compensation) is scheduled to expire on March 1, 2011. However, BC Hydro is planning on submitting a request to extend the expiry date, by one year to March 1, 2012 on February 11, 2011. The 1 year extension will allow BC hydro to review the Loss Compensation service. Customers have until February 10, 2011 to submit any comments on Loss Compensation to Brenda Ambrosi.
Conditional Firm Service (CFS) Business Practice (BP) Revised

Further to the bulletin posted on January 21, 2011 at 1:46 PM, BC Hydro has revised the two drafts CFS BP to provide more clarity. Along with the new drafts, BC Hydro is posting a high level comparison of the proposed options.

Conditional Firm Service (CFS) Business Practice (BP)

Further to the bulletin posted at 12:13 p.m. on November 18, 2010, BC Hydro wishes to confirm and advise its customers that BC Hydro will hold a workshop on February 4th, 2011 in Vancouver to get feedback on our proposed alternatives for implementing CFS. Currently, BC Hydro is in the process of finalizing the workshop venue and agenda, and will provide further details as soon as possible. The following is the planned consultation schedule:
- BC Hydro will post a draft of CFS BP for each alternative by January 21, 2011
- BC Hydro will hold a workshop in Vancouver to present alternatives and draft CFS BPs on February 4, 2011
- Customers will have until February 18, 2011 to submit comments on the draft CFS BPs
- BC Hydro will post its responses to Customers' comments on February 25, 2011
- BC Hydro will post the final CFS BP by March 11, 2011
- CFS BP will become effective on April 1, 2011
In addition and as set out in the aforementioned bulletin, BC Hydro will also be providing information on NERC's TTC/ATC Methodologies after the CFS BP session. An agenda for this will also be provided as soon as possible.

Counterflow ATC Issue – Resolved
