About the RFEOI for Power Smart Partnerships

The Request for Expressions of Interest (RFEOI) for Power Smart Partnerships seeks information from experienced suppliers of demand-side management (DSM) solutions with capabilities in the following areas:

  • Program design
  • Consumer education and outreach
  • Consumer and/or device enrolment
  • Field work and contractor management
  • Installation and/or retrofit of energy efficiency measures
  • Program recruitment and rewards administration

Responses will help inform the development of near-term procurement strategies, including an expected Request for Proposals (RFP) to identify and establish partnerships with companies who have capabilities in these areas and can offer innovative solutions, speed to market, scalability, and specialized expertise across various customer sectors.

Important dates

The RFEOI will be posted to BC Bid on June 4, 2025 and will be open for responses until September 8, 2025. Any questions must be received on or before August 29 and responses will be posted to BC Bid.

Participation in this RFEOI is non-binding, and expressions of interest submitted do not create any commitment or obligation for either BC Hydro or respondents.

As the demand for clean electricity in B.C. continues to grow, energy conservation remains the most cost-effective strategy to meet the growing demand. Accessible energy efficiency tools and resources empower customers to save money, reduce overall and peak electricity usage, ease pressure on the grid and decrease reliance on new power sources.

With a $700 million Energy Efficiency Plan, we're looking to partner with industry leaders and forward-thinking organizations who can help us accelerate our energy savings goals of up to 2,000 GWh/year and capacity savings goal of up to 400 megawatts.

Yes. Participation in this RFEOI isn't a prerequisite for participating in a future competitive RFP process for Power Smart Partnerships. Responses to the RFEOI will help inform the RFP to increase the chance of receiving more competitive proposals.
