FERC Order No. 764 OATT Amendments Application

BC Hydro is seeking comments on amendments that it is considering making to its Open Access Transmission Tariff (OATT). BC Hydro will take into account any customer input received before finalizing the amendments that it proposes to the British Columbia Utilities Commission (BCUC) for approval.

BC Hydro is considering amendments to the terms and conditions of the OATT in response to changes made by the Federal Energy Regulatory Commission (FERC) to its pro forma open access transmission tariff (FERC OATT) that are intended to remove barriers to the integration of variable energy resources (VERs). BC Hydro is considering the proposed amendments to its OATT to ensure it continues to offer service that is comparable to that established by FERC.

Description of Amendments:

Background

On June 22, 2012, FERC issued Order No. 764, in which it adopted reforms to the FERC OATT that are intended to promote the integration of VERs, such as wind and solar generators, into the electric grid. The approved changes made to the FERC OATT allow Transmission Providers to offer customers the option to submit transmission schedules at 15-minute intervals within the hour. FERC further required new VERs to report certain meteorological and forced outage data to Transmission Providers to the extent that such data is required for power production forecasting.

On December 20, 2012, FERC issued Order No. 764-A, an order on rehearing and clarification that confirmed the requirements and extended the deadline for utilities to comply with the requirements of Order No. 764 to November 12, 2013. The Western Interconnection, including BC Hydro, is targeting to implement 15-minute scheduling on this date.

Proposed Amendments

BC Hydro is proposing amendments to its OATT to conform to the changes made to the FERC OATT through FERC Order No. 764. Each of the proposed amendments mirrors those changes made in the FERC OATT as reformed under Order No. 764. Specifically, BC Hydro is proposing the following amendments:

Amendments to Section 13.8 and Section 14.6 of the OATT (dealing with scheduling of Firm and Non-Firm Transmission Service respectively) to require BC Hydro to offer intra-hour scheduling, comprising four 15 minute scheduling intervals per hour and permitting scheduling changes to be submitted up to 20 minutes before each such interval.

Amendments to OATT Attachment M-1 – Appendix 5; Standard Generator Interconnection Agreement, to define 'Variable Energy Resource' and to require interconnection customers whose generating facilities are VERs to provide certain meteorological and forced outage data to BC Hydro to the extent these are required for the purpose of power production forecasting.

General Wheeling Agreement

On May 27, 2013 BC Hydro filed an Application for Approval of a New Power Purchase Agreement (New PPA) for with FortisBC Inc. As a result of the New PPA, changes will need to be made to the existing General Wheeling Agreement dated October 15, 1986, as amended from time to time, between BC Hydro and FortisBC (GWA). The GWA, and its associated Rate Schedule 3817, provides for transmission service under the grand-fathered terms and conditions that, among other things, enable FortisBC to use its generation resources at South Slocan to serve its remote load centres in B.C. by wheeling through BC Hydro's transmission system. The amendments to be made to the GWA, as a result of the New PPA, will not impact available transmission capacity on the BC Hydro system nor will they impact other BC Hydro OATT customers. Firm to Non-Firm Redirects-Business Practice Finalized

Further to the bulletin posted on April 17, 2013 at 4:18 p.m. entitled Firm to Non-Firm Redirects, BC Hydro solicited comments from customers on its proposed amendment to the Posting of Transmission Service Offerings Business Practice. BC Hydro received only one comment from a customer, which supported the revised language. As a result, BC Hydro has finalized this Business Practice and it is posted on the Business Practices webpage.
