Seven Mile Water Use Plan

The Water Use Plan for the Seven Mile Dam and Generating Station was developed through a multi-year consultative process.

  • The Consultative Committee Report [PDF, 3.0 MB] was submitted to the Comptroller of Water Rights in 2003.
  • The Executive Summary [PDF, 118 KB] of the Consultative Committee Report provides an overview of the water use planning process and its outcomes.
  • The Seven Mile Water Use Plan [PDF, 2.0 MB] was accepted by the Comptroller of Water Rights, and the Seven Mile WUP Order [PDF, 382 KB] was implemented in December 2006.
  • Fisheries and Oceans Canada issued a Fisheries Act Authorization for the Seven Mile hydroelectric facility in 2011. The authorization expires on December 31, 2028.

What's new

March 2026: BC Hydro will start engagement on the Seven Mile Water Use Plan Order Review and application for a Fisheries Act Authorization this spring. We're inviting First Nations, regulators, licence holders, key stakeholders, local and regional governments, and the public to stay informed and collaborate with us.

What's next

April to June 2026: We'll share information about the Seven Mile Water Use Plan Order Review and application for a Fisheries Act Authorization and collaborate with you to review the outcomes of our ordered operations. Interested parties can also apply to join the Order Review Advisory Committee.

July 2026 to mid-2027: The Order Review Advisory Committee will work towards achieving consensus on a set of recommendations to inform BC Hydro's two regulatory applications.

About Water Use Plans

We recognize that the water we use to power the province has cultural significance, provides drinking water for communities, is home to fish and wildlife, supports recreation, and more.

Water Use Plans describe operating rules for BC Hydro that aim to better balance values and interests while still meeting legislative and other requirements. While the water use planning process is intended to find a better balance between water uses, it doesn't manage overall watershed health. Learn more about water use planning.

About Fisheries Act Authorizations

The Department of Fisheries and Oceans Canada (DFO) issued Fisheries Act Authorizations for generating facilities once Orders were in place. Fisheries Act Authorizations allow for impacts to fish and fish habitat related to BC Hydro's operations, provided BC Hydro facilities are operated in accordance with the Orders.
