Willoughby Substation
Planning is underway to build a new outdoor substation to serve rapidly growing communities like Clayton in Surrey and Willoughby in Langley.
Power lines to McLellan Substation to the south will connect the new substation to the power grid.
With Surrey and Langley growing at a rapid pace, a new substation is needed to serve neighbourhoods like Clayton in Surrey and Willoughby in Langley.
Once built, the new substation will help power up to 35,000 more homes in the region.
We've purchased a property south of 76 Avenue between 194 and 196 streets. After looking at several other sites for the substation, this site was chosen due to its size and suitability.
Early planning and design work for the new substation is getting underway. The exact size of the facility and the transmission routes have yet to be determined.
Future Willoughby Substation

We're in the very early stages of the substation project, with planning and design just getting started.
In January 2026, we're beginning geotechnical studies to help inform design of the station. This includes soil testing and some brush trimming to make space for the work.
Construction isn't expected to begin until late 2027 at the earliest.
Communication and consultation
The substation will be a new addition to the neighbourhood, and we're committed to keeping area residents informed and consulting with stakeholders throughout the process.
We'll share the substation design and transmission routes when they're available.
