Quarterly Study Metrics Posted

F2026-F2027 Revenue Requirements Application: Approved OATT Rates

Under directive 1 (ii) of Order No. G-76-25, the OATT rates have been approved effective April 1, 2025 and April 1, 2026. The enclosed Tariff pages for Attachment H, Schedule 00, Schedule 01 and Schedule 03 are effective April 1, 2025.

System Impact Study (SIS) Information

BC Hydro has determined that the previous System Conditions used for SIS’s have substantially changed, as informed by the 2023 NITS Base Resource Plan System Impact Study published on January 23, 2025. Future SIS’s can no longer rely on these previous System Conditions, or the associated inputs derived from them, per BC Hydro OATT Section 19.2a.
Thus, the subsequent SIS that is initiated after January 23, 2025 will require substantial work to renew the inputs and models based on the new System Conditions, which will extend the timeline beyond 60-days as indicated in BC Hydro’s OATT Section 19.3.
Queue Status and Action - Update

Market Policy & Operations (MP&O) is issuing this bulletin to inform our OATT customers that the issues identified in our February 21, 2024 bulletin, “Queue Status and Action” continues to be applicable.
Thus, Transmission Service Requests (TSRs) may continue to stay in QUEUED Status for longer than customers may expect.
MP&O is actively moving TSRs, which remain in QUEUED status, and for which the Stop Time of the TSR has passed, into REFUSED status with the Provider comment: “Manually set to REFUSED due to ATC pending on higher queued and STOP time is in the past”.
Interchange Energy Schedules with Regards to BPA DSO-216

Further to a previous BC Hydro Transmission Bulletin issued Dec 3, 2012, BC Hydro is amending its practice with respect to certain energy schedules as detailed below.
Change of practice
Pursuant to BC Hydro Transmission Bulletin, Interchange Energy Schedules, posted on Dec 3, 2012, unless specific arrangement had been pre-determined with BC Hydro for reserve requirements to support delivery of energy schedules subject to BPA DSO-216 curtailment practice, BC Hydro would consider schedules as Interruptible and assign 100% reserve responsibility to BC Hydro. As of March 1st 2025, BC Hydro will suspend this practice and will not assign reserve responsibility for this interchange beyond that which would normally be required. This change is intended to update our approach to align with current industry practice.
Background
Interchange Energy Schedules
As a Balancing Authority and Transmission Service Provider, BC Hydro has the responsibility to meet all applicable reliability standards, including those associated with carrying sufficient reserves to support interruptions to interchange energy schedules. Accordingly, BC Hydro must have clear information on the deliverability of each energy schedule serving load in the BC Hydro Balancing Authority Area, including:
1. Under which circumstances the schedule may be subject to interruption during flow, and
2. The Contingency Reserve Obligation associated with the energy schedule
BC Hydro recognizes three types of energy schedules:
1. Firm Energy Schedule
A Firm Energy Schedule is not subject to interruption by the source Balancing Authority for any reason other than loss of transmission in the source balancing authority.
2. Unit Contingent Energy Schedule
A Unit Contingent Energy Schedule is not subject to interruption by the source Balancing Authority for any reason other than loss of transmission in the source balancing authority, or the loss of output from the specific unit as a result of a Qualifying Contingency Event.
3. Interruptible Energy Schedule
An Interruptible Energy Schedule is any interchange schedule that does not meet the definition of a Firm or Unit Contingent Energy Schedule, asdefined above. The Contingency Reserve Obligation associated with interruptible imports will be required to be held in BC Hydro's Balancing Authority Area. For all interruptible energy schedules sinking in BC, 100% reserves must be held in the BC
Hydro Balancing Authority Area.

Business System Upgrade – Updated Date and clarification

On Wednesday, January 29, 2025, from approximately 10 a.m. to noon PPT, BC Hydro will be updating one of its business systems (MODS) in the Production environment. There is expected to be a one hour system outage starting at 10:10 a.m. Various scheduling functionalities will be impacted including but not limited to TSR and eTag validation, posting of NSI..etc with various length of outage impact. Please schedule around the outage window, and contact Paulus Mau at 604-788-0579 if you experience any issues.
