Updated webTag (ETS) Production URL/IP Change/Retirement Time

Further to the bulletin posted on October 19, 2012, the new URLs and IP addresses have been in parallel operations since November 14, 2012 in which current and new URLs and IPs have been accessible. However, on January 16, 2013 at 13:00 PPT, parallel operations will end. Please ensure you change your URLs and IP links if you haven't already done so.

The source IPs OATI utilizes to send data from the production webTag system have changed. If you utilize OATI's TAG-XML Forwarding service, you must open the new IPs below inbound to your servers.

Interchange Energy Schedules

Interchange Energy Schedules

As a Balancing Authority and Transmission Service Provider, BC Hydro has the responsibility to meet all applicable reliability standards, including those associated with carrying sufficient reserves to support interruptions to interchange energy schedules. Accordingly, BC Hydro must have clear information on the deliverability of each energy schedule serving load in the BC Hydro Balancing Authority Area, including:

  1. Under which circumstances the schedule may be subject to interruption during flow, and
  2. The Contingency Reserve Obligation associated with the energy schedule

BC Hydro recognizes three types of energy schedules:

  1. Firm Energy Schedule

    A Firm Energy Schedule is not subject to interruption by the source Balancing Authority for any reason other than loss of transmission in the source balancing authority.

  2. Unit Contingent Energy Schedule

    A Unit Contingent Energy Schedule is not subject to interruption by the source Balancing Authority for any reason other than loss of transmission in the source balancing authority, or the loss of output from the specific unit as a result of a Qualifying Contingency Event.

  3. Interruptible Energy Schedule

    An Interruptible Energy Schedule is any interchange schedule that does not meet the definition of a Firm or Unit Contingent Energy Schedule, as defined above. The Contingency Reserve Obligation associated with interruptible imports will be required to be held in BC Hydro's Balancing Authority Area. For all interruptible energy schedules sinking in BC, 100% reserves must be held in the BC Hydro Balancing Authority Area. The entity importing an interruptible schedule is responsible for making arrangements to ensure the BCH BA has knowledge of how the required reserves are held and will be deployed.

All entities scheduling interchange energy that serves load in the BC Hydro Balancing Authority Area have the responsibility to ensure BC Hydro is provided with accurate information on the deliverability of each energy schedule, as set forth above. Any entities scheduling energy that is subject to interruption including wind schedules originating in BPA's Balancing Authority that are subject to DSO-216, must make arrangement with BC Hydro Grid Operations at 604 455 1720, advising specifically where the reserves will be held and how they will be deployed by the BA if required.

OATI webRegistry to Replace NERC TSIN Registry on November 13, 2012

The NERC TSIN Registry ceases publishing registry data November 13, 2012, making OATI webRegistry the official source of registry data.

Important Cutover Dates and Activities:

  • November 06, 2012 – November 13, 2012: No changes made in both the TSIN Registry and OATI webRegistry. New registrations/modifications should be made in advance, in both TSIN and webRegistry.
  • November 07, 2012: OATI webRegistry will begin to provide pending publications to the TSIN Registry. The TSIN Registry FTP site will continue to be the source for active registry publications.
  • November 13, 2012: OATI webRegistry becomes the sole source for registry publications; the TSIN Registry site will be decommissioned. New registrations and modifications are again available in webRegistry.
  • Entities not yet registered are asked to complete registration by November 06, 2012. All entities should perform data verification in OATI webRegistry in advance of this date. Set-up of FTP credentials is required for those Entities that wish to continue using FTP access to download registry data.

New Transmission Service Portal

BC Hydro is pleased to announce that it is replacing its current customer Portal, which requires an RSA token for access, with a new friendlier customer Portal that requires only a password. The new Portal will be effective September 17, 2012.
