Extended Windows for Independence Day

BCTC is pleased to visually clarify the opening of extended windows [DOC, 45 KB] for purchasing transmission for Independence Day, observed on Monday July 5, 2010.


Redesigned Internet Site - BC Hydro Integration

As part of the integration with BC Hydro, BCTC has redesigned its internet site. BCTC is planning to launch the new site from 22:00 PPT to 00:00 (midnight) PPT on Sunday, July 4. The cut-over will take place at some point during this time and may take up to 90 minutes to complete. During this time users may see a server error message or a message that the site can not be found. Bookmarks and URLs will continue to work once the site is back up and running.


ETS Outage – Over

Further to the bulletin posted earlier today, we are pleased to advise you that the ETS outage is over. Please resume normal procedures immediately. Thank you, again, for your patience regarding this matter.


ETS Outage

BCTC is experiencing technical issues with ETS. As a result, we are declaring an ETS outage. Therefore, Business Practice Section 13.3 [PDF, 401 KB] is in effect immediately. We will notify you via bulletin when we have resolved the technical difficulties. We apologize for the inconvenience and thank you, in advance, for your patience regarding this matter.

5L51/5L52 Thermal Upgrade Project

The BCUC G-50-08 Order approved 5L51/5L52 Thermal Upgrade Project includes network upgrades to increase the circuit summer ratings from 2520 A and 2000 A respectively to 3000 A, and WECC Path 3 South-North re-rating from 2000 MW to 3000 MW. BCTC has been working with BPA/Columbia Grid in the last few months on the phase 1 of the WECC Procedure for Project Rating Review.

To date, BCTC has completed the draft Phase 1 Study Report and Phase 1 Comprehensive Progress Report. BCTC will be at the Columbia Grid office on May 19 to discuss these draft reports with BPA and Columbia Grid.

2010 Annual Network Economy Report

Further to the bulletin posted on May 5, 2010 at 2:32 pm, BCTC is pleased to post the 2010 annual Network Economy report.


2010 Annual Network Economy Meeting

Pursuant to BCUC Order No. G-127-06, Appendix 1, the BCUC directed BCTC to convene annual Network Economy Meetings no later than June 1, 2009 to discuss, on a “without prejudice” basis issues arising with respect to the use of Network Economy. A standing agenda item for these meetings will be to review the use of, and continued requirement for, a different Trigger Price (as defined in Section 1, Attachment Q) for the November to February period.

For the last two years, BCTC solicited customer feedback to determine whether or not there was an interest to hold the annual meeting; there was a lack of interest in both years. However, last year it was suggested that a meeting may not be necessary if BCTC prepared an annual Network Economy report showing trends and statistics along with explanations for the figures. Notwithstanding, it was requested that the requirement for an annual meeting remain in place. Subsequently, BCTC applied to the BC Utilities Commission (BCUC) to not hold the Network Economy Annual Meeting last year and to instead post an annual Network Economy report in lieu of holding the meeting, which was approved by the BCUC.

No issues concerning Network Economy arose last year. Therefore, BCTC proposes to post an Annual Network Economy Report, with the same content and format as last year, by May 12 in lieu of holding a meeting and request the BCUC to exempt BCTC from holding such meeting unless you advise Brenda Ambrosi to the contrary by May 19, 2010. The next annual meeting will then occur by June 1, 2011 as per the Settlement Agreement.

Re-instatement of Transmission

On 23 April 2010, BCPS (Powerex) withdrew two Transmission Service Requests (OASIS #71795743 and #73984037) for Long-Term Point-to-Point service on the BCTC-AESO Path. Request #71795743 was to remain in the queue until the Stop Date of 1 January 2011 as noted in BCTC's 29 October 2009 bulletin. Request #73984037 was submitted in accordance with the implementation of BCUC Order G-45-10. BCPS notified BCTC immediately that these two requests had been withdrawn in error along with other Short-Term hourly requests, and requested that BCTC restore the two requests with their original queue positions.

BCTC accepts BCPS' request for re-instatement and will revise the status of the two requests from "Withdrawn" to "Received". BCTC considered the following factors in determining that it should reinstate the two requests:

BCPS notified BCTC of the error immediately after the requests were withdrawn.
No other customers could have reasonably relied on BCPS's mistake to their detriment.
Reinstating the two requests will put customers back in the position they would be in had the mistake not been made.
