Morris Valley Distribution Reinforcement Project

What we're doing

We're installing a new power line to serve the Morris Valley community that will improve power reliability and reduce the average number of interruptions per year. The project includes a new 25-kilovolt power line in an underground duct bank along Morris Valley Road to the south bank of the Harrison River.

We'll use a horizontal directional drilling (HDD) method to install a new distribution line under the Harrison River. Additional work will include installing underground electrical vaults along Morris Valley Road, overhead upgrades along and around Lougheed Highway, and work at Kent Substation in Agassiz.

Station and overhead upgrades: July 2023 to March 2024

  • Work will occur in and around Kent Substation at the intersection of Hot Springs Road and Else Road.
  • Lane closures will be required on an as-needed basis to accommodate large trucks entering the substation.
  • Upgrades to existing power poles and lines along and around Lougheed Highway, between Mill Road and Hot Springs Road.

Horizontal directional drilling (HDD): July to September 2023

  • Drilling work to install new cable under the Harrison River (adjacent to Lougheed Highway)
  • Targeting mid to end of July: hammering steel casing into the ground (7 a.m. to 7 p.m.). This pipe will encase and protect the new underground cables. Noise impacts to be expected.
  • Targeting August 1 to 31: 24/7 drilling operations. Noise impacts to be expected.
  • Targeting September: installation of new underground cables into steel casing.

Underground duct bank: July 2023 to January 2024

  • Duct bank and vault installations along Morris Valley Road and Chehalis Forest Road, working north to south.
  • Intermittent lane closures along Morris Valley Road where crews are working.
  • Traffic will be reduced to single-lane alternating and maintained with flaggers.
  • Intermittent full road closures of about three hours may be required when electrical vaults are installed. Dates will be communicated in advance and emergency vehicle access will be maintained.

Construction by its nature can be noisy, but we'll try to minimize noise levels. Sound dampening materials and buffering will be used where possible. Residents, pedestrians, and motorists are asked to adhere to all traffic signs and flaggers.

Scheduled power outages may be required for this work, and residents will be notified in advance if they'll be impacted.
