“Submitting Energy Schedules” and “Intra-Hour Scheduling of Transmission and Energy” Business Practices Consolidated and Combined

BC Hydro has moved the relevant content from the Intra-Hour Scheduling of Transmission and Energy Business Practice to Section 14 of the Submitting Energy Schedules Business Practice. As such, the current Intra-Hour Scheduling of Transmission and Energy Business Practice  will be discontinued and removed.  Please provide comments to Brenda Ambrosi by September 5, 2025; customer comments may be posted.


Submitting a Short Term Transmission Service Request Business Practice

BC Hydro revised the Submitting a Short Term Transmission Service Request Business Practice to improve clarity in section 2.3, and fixed a typo in section 3.3. Conditional Firm Service Business Practice

BC Hydro revised the Conditional Firm Service Business Practice’s Biennial Reassessment language to be consistent with NAESB WEQ 001-21.3.3. Forced Outage Indices Posted

BC Hydro has posted Forced Outage Indices of BC Hydro’s Transmission Lines/Equipment for BR1, 60L030 & KIDD1. They can be viewed on our Technical Data website.


CFS Biennial Reassessment Report for BCPS 99697777

Pursuant to BC Hydro OATT Sections 13.4 and 15.4(c), and BC Hydro’s Conditional Firm Service Business Practice, BC Hydro has completed the Biennial Reassessment for CFS Transmission Service Reservation BCPS 99697777. The reassessment has determined that curtailment conditions for ARef 99697777 have remained unchanged, and BC Hydro can continue to accommodate this transmission service reservation. Note that ARef 99697777 will continue to be subjected to biennial re-assessment at the Transmission Provider’s discretion per the aforementioned OATT sections and BC Hydro’s Business Practice. The report is posted in our Interregional Studies Website.


OATT Attachment M Transmission Line Ratings Application

BC Hydro's Integrated Resource Plan

BC Hydro is currently undertaking a long-term resource planning process to develop its Integrated Resource Plan (IRP). The 2025 IRP lays out how we’ll meet B.C.’s future electricity needs. It identifies the projects and programs we’ll need, when we’ll need them, and how much energy and capacity they’ll provide. Transmission planning for the IRP is a Long-Term Planning process per Section 1 (a) of Attachment K to BC Hydro’s Open Access Transmission Tariff.

We’ll be filing our 2025 IRP with the B.C. Utilities Commission by October 31, 2025. To prepare, we’re engaging with you on our plan elements to find out what matters to you and seek your feedback. You can learn about the elements of the plan here: 2025 Integrated Resource Plan.

OATT Attachment M – Transmission Line Ratings

British Columbia Hydro and Power Authority (BC Hydro) advises that it has filed an application (Application) with the British Columbia Utilities Commission (BCUC) to seek approval: (i) to amend its Open Access Transmission Tariff (OATT) to incorporate a new Attachment M – Transmission Line Ratings to reflect reforms the Federal Energy Regulatory Commission (FERC) has made to its pro forma OATT, on which BC Hydro’s OATT is based, under its Order No. 881; and (ii) to propose housekeeping amendments.

In the Application, BC Hydro proposes a new OATT Attachment M – Transmission Line Ratings, which requires the implementation of ambient-adjusted ratings (AAR) on the transmission lines over which transmission service is provided under the OATT. The proposed amendments are based on the FERC pro forma OATT reforms under FERC Order No. 881, subject to certain modifications that BC Hydro believes are appropriate for British Columbia. The new OATT Attachment M would be effective April 1, 2027.

BC Hydro also proposes housekeeping amendments to clarify in section 1.53 of the OATT that the Transmission System includes only BC Hydro facilities operated at 60 kV or higher only, and would be effective as of the date of BCUC’s order. These amendments would clarify that BC Hydro’s OATT does not apply to its facilities that are operated at less than 60 kV, which is currently implied, but not expressly stated, in the OATT.

2025 Network Economy Meeting

Pursuant to British Columbia Utilities Commission (BCUC) Order No. G-127-06, Appendix 1, the BCUC directed BC Hydro, then BCTC, to convene annual Network Economy Meetings to discuss on a "without prejudice" basis issues arising with respect to the use of Network Economy. A standing agenda item for these meetings is to review the use of, and continued requirement for, a different Trigger Price (as defined in Section 1, Attachment Q-2).

For several years, BC Hydro solicited customer feedback to determine whether or not there was an interest to hold the annual meeting; there was a lack of interest in all years. However, in 2009 it was suggested that a meeting may not be necessary if BC Hydro prepared an annual Network Economy report showing trends and statistics along with explanations for the figures. Notwithstanding, it was requested that the requirement for an annual meeting remain in place. Subsequently, BC Hydro applied to the BCUC to not hold the Network Economy Annual Meeting in 2009 and to instead post an annual Network Economy report in lieu of holding the meeting, which was approved by the BCUC.

In 2010, BC Hydro requested permission from the BCUC to, again, not hold an annual Network Economy Meeting. Pursuant to BCUC Letter No. L-45-10, BC Hydro is only expected to convene an annual Network Economy Meeting if customers of BC Hydro expressly ask for a meeting by way of a letter to BC Hydro with a copy to the BCUC. BC Hydro is pleased to post its Annual Network Economy Report to Transmission Customers, which covers the same issues and in the same format as previous years. If, after reviewing the report, you believe an annual meeting is required, please send your letter to Brenda Ambrosi and copy the BCUC by June 13, 2025.
