Queue Status and Action

In reference to BC Hydro’s bulletin on February 21, March 14, and March 15 2024, the Transmission Service queue continues to be processed in accordance with section 13.2 of the OATT and section 1.0 of the Processing of Short-Term Point-To-Point Transmission Service Requests Business Practice; that is, “Transmission Service Requests (TSRs) are received and processed according to the path and the chronological order in which they are queued in BC Hydro’s OASIS.”
OASIS continues to show that there are Long-Term (Yearly) TSRs in STUDY and RECIEVED status in the queue that are delaying the processing of certain subsequent Short-Term TSRs. CONFIRMED TSRs, among other things, decrease Available Transfer Capability (ATC) and the result of this calculation is posted on OASIS. However, ATC that’s posted on OASIS does not take into consideration the TSRs that are in QUEUED status, until the processing of these TSRs is complete and then, if the TSRs are CONFIRMED, ATC is decreased accordingly.
As a reminder, please note the PRECONFIRMED status when submitting Short-Term TSRs. When PRECONFIRMED is set to NO, the TSR can be withdrawn when it is in QUEUED, RECEIVED, or ACCEPTED status; if PRECONFIRMED is set to YES, the TSR cannot be withdrawn.
Action Taken on TSRs Past their Stop Time
MP&O is actively moving TSRs, which remain in QUEUED status, and for which the Stop Time of the TSR has passed, into REFUSED status with the Provider comment: “Manually set to REFUSED due to ATC pending on higher queued and STOP time is in the past”.

OATT FERC Order 2023 – Standard Generator Interconnection Procedures and Agreements

British Columbia Hydro and Power Authority (BC Hydro) advises it is reviewing the potential costs, benefits, and customer impacts of adopting the reforms of FERC Order 2023 and its relevance to operations in B.C. Information and lessons learned from both the 2024 and 2025 Calls for Power and associated Competitive Electricity Acquisition Processes (CEAPs) will be gathered to inform decisions related to FERC Order 2023. More information will be issued once the 2025 Call for Power is complete and a further assessment is done.
On July 28, 2023, FERC issued Order No. 2023, to reform procedures and agreements that electric transmission providers use to integrate new generating facilities into the existing transmission system. FERC adopted these reforms to reduce backlogs for projects seeking to connect to the transmission system, improve certainty in the interconnection processes managed by the dozens of transmission providers around the country, and ensure access to the transmission system for new technologies.
On March 21, 2024, FERC issued Order 2023-A, an order on rehearing and made certain minor changes to Order No. 2023 but did not change the overall goal of reforming and streamlining grid interconnection processes.

Today, Oct 8, 2025, starting 10 am to noon PPT, BC Hydro will be updating one of its business systems (MODS) in the Production environment. There is expecting to be one hour system outage starting from 10 am. Please schedule around the outage window and contact Avis Yang 604-649-7211 if you experience any issue.

OATT FERC 1920 - Transmission Planning and Cost Allocation

British Columbia Hydro and Power Authority (BC Hydro) advises it is reviewing the potential costs, benefits, and customer impacts of adopting the reforms of FERC Order 1920 and its relevance to operations in B.C. Information and lessons learned from recent studies and planning activities will be gathered to inform decisions related to FERC Order 1920. More information will be issued once this further assessment is done.
On May 13, 2024 and November 21, 2024, the Federal Energy Regulatory Commission (FERC) issued Order No. 1920 and Order No. 1920-A (collectively the “Orders”) respectively. The Orders build upon electric transmission planning and cost allocation requirements developed over the last several decades in Order No. 888, Order No. 890, and Order No. 1000. The Orders direct transmission providers to adopt reforms to cost allocation processes and improve long-term (at least 20 years) assessments of transmission needs to adequately prepare for the future of the electric grid.
Additionally, on April 11, 2025, the Commission issued a second rehearing order, Order No. 1920-B which affirms that state regulators will be key decision makers.
OATT Attachment M Transmission Line Ratings Application

Further to the bulletins posted on June 27, 2025, and July 30, 2025, the BC Utilities Commission (BCUC) approved BC Hydro’s application to amend its Open Access Transmission Tariff (OATT) to incorporate a new Attachment M - Transmission Line Ratings effective April 1, 2027 along with other housekeeping amendments.
Attachment M will implement ambient-adjusted ratings on the transmission lines over which transmission service is provided under the OATT. The housekeeping amendments will clarify in section 1.53 of the OATT that the Transmission System includes only BC Hydro facilities operated at 60 kV or higher effective the date of BCUC’s order.
On September 24, 2025, the BCUC issued Order No. G-234-25 approving the above amendments.

Fortis Transmission Planning Study

BC Hydro has received a request from Fortis BC to conduct a transmission planning study in Vaseux Lake Region of British Columbia. The study aims to evaluate the network upgrades necessary to accommodate an additional 450 MW of capacity at various points of interconnection.
