Heat pump rebates for condo and apartment units

Improve the energy efficiency and comfort of your condo or apartment year-round by installing an electric heat pump. Heat pumps provide energy efficient heating in the winter and cooling in the summer.  

We’re offering these heat pump rebates as part of our Condo and Apartment Rebate Program.

Eligibility

To be eligible for a rebate for replacing your unit’s electric heating system with a heat pump, you need to meet these eligibility requirements: 

  • General eligibility requirements for the Condo and Apartment Rebate Program. 
  • Eligibility requirements for the heat pump rebate. 
  • Product requirements based on your product type. 
  • Installation requirements, which include installer requirements.

  • Home must be a unit in a purpose-built rental, strata condominium, or equity co-op building, older than 12 months and in one of the following types of residential buildings: 
    • Low- and high-rise apartment buildings. 
    • Stacked townhome buildings. 
    • Multiplexes with six or more units. 
  • Home must be a year-round primary residence. 
  • The unit must have a residential account with BC Hydro or the City of New Westminster.  
  • Utility accounts must be in the name of the resident and/or homeowner or in the name of a strata corporation. If you’re not the account holder, you must have a completed utility account holder consent form [PDF, 132 KB].  

The following types of homes are not eligible for this offer: 

  • Single-family homes (detached dwelling) and secondary suites in a single-family home (detached dwelling). 
  • Mobile homes. 
  • Duplex, triplex, row home or side-by-side townhomes. 
  • Multiplex buildings with up to five units. 
  • The unit must be primarily heated by electricity before the upgrade (e.g. electric baseboards, radiant ceilings, radiant floors, or forced-air furnace). Gas or wood fireplaces are considered secondary heating. 
  • The new heat pump must be the primary heating system, replacing the existing system. If required, the back-up space heating system must also be electric. 
  • At least one indoor head must serve a main living area of the unit. 
  • Participants must confirm eligibility and request a pre-approval code prior to installing any upgrades.
    • If the eligible home is in a strata or equity co-op building, all upgrades must be approved by the strata or equity co-op board prior to requesting a pre-approval code. 
    • Pre-approval codes are valid for six months. Beyond this date, participants must reapply to determine their eligibility.  
  • The system must be sized and installed to maintain 21°C throughout the area served at outside temperatures of -5°C. 
    • The existing hard-wired electric heating system must be decommissioned (disconnected).
    • If supplemental heating is required to maintain an indoor air temperature greater than 22°C in all living spaces at the outside winter design temperature, the existing hard-wired electric heating system may be retained as a supplemental heating system. 

The new heat pump must: 

  • Be on our rebate-eligible heat pump list
  • Have an Air Conditioning, Heating, and Refrigeration Institute (AHRI) certified reference number that references all components of the heat pump. 
  • Meet the product performance ratings: 
    • Heating Seasonal Performance Factor (HSPF) (Region IV) ≥10, Seasonal Energy Efficiency Ratio (SEER) ≥16 or,  
    • HSPF2 (Region IV) ≥ 8.5, SEER2 ≥ 15.2. 
    • Be listed in the Northeast Energy Efficiency Partnership (NEEP) Cold Climate Air Source Heat Pump list. 

How it works

  1. Review the eligibility criteria to ensure you and your project will qualify.  
  2. Find a contractor through the Home Performance Contractor Network.   
  3. Work with your contractor to get a quote for a heat pump product and installation that would meet the eligibility requirements. We recommend getting at least three quotes.  
  4. Get approval from your strata or equity co-op board for the project. For support, see our guide to navigating this process in a strata [PDF, 10.5 MB]. This isn’t applicable to market rental suite owners.  
  5. Once you’re ready to move forward, start your application by requesting a pre-approval code online. You should hear back within about five business days.  
  6. Proceed with your heat pump installation and pay your contractor. 
  7. Come back and submit your rebate application online within six months of pre-approval. You’ll need your pre-approval code and the required documents.

Request a pre-approval code

To take part in this program, you’ll need to receive pre-approval before starting your project. The pre-approval process checks that you meet the general eligibility criteria and secures the portion of rebate funding for you for a limited time. 

Request pre-approval once you have a quote and approval from your strata or equity co-op board. 

Pre-approval codes are valid for six months. If you haven’t applied for a rebate within that period, the code becomes invalid, and you can request a new one.  


 

Returning customers: Complete your application

After your heat pump is installed and you’ve paid your contractor, come back and submit your rebate application. You need to submit the application within six months of receiving the pre-approval code.

Required documentation

When returning to complete your application, you’ll need: 

  • A valid pre-approval code from us. You would have received this via email.  
  • Your electric utility account number. You can find this on your bill.

  • Manufacturer documentation including the AHRI reference number for the installed unit(s).
