Bioenergy Call for Power ("Bioenergy Call")

Guided by the policy actions contained in the BC Energy Plan: A Vision for Clean Energy Leadership, released February 27, 2007, and the Bioenergy Strategy released on January 31, 2008. BC Hydro is planning a two-phase call for power to utilize wood infected by the mountain pine beetle as well as other wood fibre fuel sources. The Bioenergy Call will assist in enabling B.C. to be electricity self-sufficient as outlined in the new Energy Plan, and allow BC Hydro to secure firm, clean energy.

Two-phase call for power

Some of the significant learnings arising from the 2007 Bioenergy RFEOI were the need to address key issues, including potential tenure changes to secure fuel supply, sufficient time to ready proposals and the need to mitigate any impacts on existing users of residual wood material.

BC Hydro is working closely with the Ministry of Energy, Mines and Petroleum Resources and the Ministry of Forests and Range to ensure the success of the Bioenergy Call. BC Hydro is excited to support the BC Government in advancing the Bioenergy Strategy through the implementation of both phases of the Bioenergy Call.

Information session – Bioenergy Call update

On February 20, 2008, BC Hydro and the BC Transmission Corporation (BCTC) invited potential developers, First Nations, customers and other stakeholders to an information session in Kamloops. The event was divided into a morning session hosted by BC Hydro that reviewed the Bioenergy Call process, and the afternoon session, hosted by BCTC, that provided details and deadlines for the transmission and distribution interconnection processes.

Phase I – Request for Proposals (RFP)

Phase I is for projects that are immediately viable and do not need new tenure from the Ministry of Forests and Range. A RFP was issued February 6, 2008 and related information can be obtained on the Phase I RFP website.

Phase II

Phase II will be informed by the ongoing biomass inventory and forest tenure analysis currently being completed by the Ministry of Forests and Range. BC Hydro is planning to release Phase II by July 2008.
