Clean Power Call

BC Hydro is planning a Clean Power Call to ensure that the province has sufficient clean electricity to meet its electricity needs. The new call will provide alignment with the BC Energy Plan: A Vision for Clean Energy Leadership, released February 27, 2007, which indicates that at least 90% of all electricity generated in the province must continue to come from clean or renewable sources and to achieve electricity self-sufficiency by 2016.
This call had been previously referred to as the 2007 Call for Power. To better reflect the mandate and timing of the call, the 2007 Call has been renamed to the Clean Power Call. This is to avoid confusion as call implementation will actually take place in 2008.
Design Guidelines for the Clean Power Call
Some of the key aspects of the call are as follows:
- The call will be for "clean" energy as defined by the province in its forthcoming guidelines for clean and renewable resources, from projects using proven technologies.
- The acquisition target will be 5,000 GWh per year of seasonal and hourly firm energy through a competitive process.
- The call will accommodate larger projects with extended in-service dates of 2016 or earlier.
- BC Hydro is seeking views on contract terms that would allow BC Hydro to acquire the project site, permits and related assets on the expiry or earlier termination of the Electricity Purchase Agreement (EPA).
Issuance of the call is planned for spring 2008, subject to the regulatory review process.
Designing the Clean Power Call
Stakeholder and First Nations information sessions were held November 27 and December 6, and the written comments period for the draft Term Sheet documents ended on December 14, 2007. BC Hydro is now proceeding with a review of all input, and will convey to developers, First Nations, customers and other stakeholders how the comments influenced the call design .
