If an individual contacts you claiming to be from BC Hydro, CleanBC, or any other energy efficiency program and requests your personal banking information or an advanced payment, please decline and notify us at 1 800 BC HYDRO (1 800 224 9376).

Improve your home's comfort and save energy
If you live in an income-qualified household you may be eligible for free energy efficiency upgrades and personalized energy coaching through our Energy Conservation Assistance Program.
If you qualify, you could receive:
- A free home energy evaluation
- Personalized advice from an energy expert
- Free installation of recommended energy efficiency upgrades
The program is brought to you by BC Hydro and FortisBC, with expanded offers supported by the Province of B.C. through CleanBC and Natural Resources Canada through the Canada Greener Homes Affordability Program.
This program is available on a first-come, first-served basis, subject to available funding, and may change at any time.
Energy-efficient upgrades may include heat pumps, insulation, and other weatherization and ventilation upgrades.
How it works
- Check your eligibility: Review the income requirements to see if your household qualifies.
- Apply: Apply online or by mail. You’ll need to provide proof of income for all household members aged 18 and older.
- Get a free home energy evaluation: If your application is approved, a program delivery contractor will schedule a visit to your home.
During the visit, an evaluator will:
- Assess how your home uses energy
- Identify opportunities to improve efficiency
- Recommend upgrades based on your home's condition and heating system
- Provide personalized energy-saving advice
- The home energy evaluation determines which upgrades, if any, are suitable for your home. Only upgrades identified during this visit can be offered.
- Get upgrades installed:
If you're eligible:
- A program representative will contact you to schedule installation at a convenient time
- Qualified professionals will install your approved upgrades and provide information about how to use your new equipment efficiently in your home
- Some upgrades may require more than one visit
- Follow-up:
After installation, you may receive a follow up to:
- Check that everything is working properly
- Answer your questions
- Evaluate your experience with the program
Eligibility
Your household income must not exceed the amounts listed below. Income is based on the previous year and includes the combined income of all household members aged 18 and older.

- Duplexes, triplexes and quadplexes

We may look at other factors when reviewing your program eligibility, including BC Assessment property value.
Additional notes:
- Service addresses aren’t eligible to participate in the program more than once every 10 years.
- If the property is a strata unit, consent from the strata corporation may be required for upgrades.
- Electrically heated
- Natural gas heated
- Oil heated
- Propane heated
- Wood heated
- Any or all alternative primary fuel types used for heating
This offer will be available at a later date to Pacific Northern Gas (PNG) customers.
Do you rent your home? You can still apply if your utility account is in your name.
You'll need to:
- Have your landlord complete a landlord consent form [PDF, 160 KB]
- Submit the form with your application.
Some exclusions may apply.
Upgrades installed through the program become part of the home and must remain unless otherwise agreed with the property owner.

What you'll need
- Proof of income for each household member aged 18 or older
- Utility account information
- Landlord consent form (if renting)
Apply online
Apply through the utility based on your primary heating system.
BC Hydro:
- Electricity (BC Hydro or City of New Westminster)
- Oil, propane, wood or other fuels in BC Hydro service areas [PDF, 176 KB]
FortisBC:
- Electricity (FortisBC electricity customers, Grand Forks, Summerland, Penticton, or Nelson Hydro)
- Gas provided by FortisBC
If you apply to the incorrect utility, your application will be redirected.
You must provide proof of income for each household member aged 18 or older as part of your application.
Documents must be dated within the last year.
You can submit one of the following:
- Canada Revenue Agency (CRA) confidential method
- Use your Social Insurance Number (SIN) and your first and last name to allow the CRA to confirm whether your household meets the income requirements for the program.
- This option is only available through our online application form.
- Notice of Assessment
- Submit a Canada Revenue Agency (CRA) NOA dated within the last year. To request a copy, contact the CRA at 1 800 959 8281.
- Ensure that all information is blacked out except for:
- Your name
- Effective date
- Line 15000 (income)
- Verification of income or disability assistance
- For example:
- A monthly cheque stub, or
- A printed Confirmation of Assistance (My Self Serve)
- For example:
- A Shelter Aid for Elderly Renters (SAFER) cheque stub, acknowledgement letter or benefit change letter from BC Housing.
- A Rental Assistance Program acknowledgment letter or benefit change letter from BC Housing.
- National Child Benefit Supplement notice from Canada Revenue Agency.
- Guaranteed Income Supplement (GIS) notice.
We don’t accept the following as proof of income:
- Income Tax Summary
- T1 General
- T4
- BC Home Assessment
The type of energy efficiency upgrades you may receive depends on your home type, primary heating source, and the condition and characteristics of your home.
Heating and cooling
Air source heat pump
Enjoy energy-efficient heating in winter and cooling in summer.
You may qualify if:
- You meet program eligibility requirements
- Your home is suitable based on the home energy evaluation
Eligibility depends on your current heating system:
- Electric heating: You may qualify for a ducted or ductless heat pump
- Natural gas, oil, propane, or wood: You may qualify to switch to an electric heat pump
Two (2) years of service and maintenance is available to qualifying BC Hydro electrically heated homes.
What to expect when switching to a heat pump.
Home energy upgrades, particularly heat pump installations, may involve either removing existing fossil fuel equipment or installing a dual-fuel system, depending on technical requirements and local climate conditions.
During installation
- Your existing heating system may be removed or decommissioned
- Some upgrades may require more than one visit and will be coordinated by the program delivery contractor
After installation
- Changes to your home’s energy use will depend on how the system is used and your household’s overall energy needs.
- You'll use the heat pump to heat your home in winter and cool it in summer
- Your electricity use may increase, as you use the heat pump for cooling in the summer
Important to know
- Not all homes qualify for a heat pump or fuel switching
- Safety, suitability, or technical requirements are taken into consideration
- Recommendations are based on the results of your home energy evaluation

Insulation
Upgrades may include:
- Attic or ceiling insulation
- Exterior wall cavity insulation
- Basement or crawlspace insulation
- Exposed floor or basement header insulation
Other weatherization and ventilation upgrades
Additional upgrades may include:
- Bathroom fans
- Draft proofing

Is there a cost to participate?
No. If you’re eligible, you’ll receive a free home energy evaluation along with any recommended upgrades and installations at no cost.
If I meet the eligibility requirements, will I receive upgrades?
Not necessarily. Meeting the eligibility requirements doesn’t guarantee you’ll receive upgrades. The types of upgrades are determined based on your home energy evaluation, program criteria, and available funding.
Can I choose my own contractor?
No. All home energy evaluations and installations are completed by our selected program delivery contractors, who have expertise in energy efficiency upgrades.
How long does the process take?
It depends on demand, scheduling, seasonal conditions, and the upgrades your home needs. We typically process applications within four to six weeks. If approved, you may receive upgrades within two to three months, although some upgrades may take longer.
Will my energy bill change?
Upgrades are designed to improve your home’s energy efficiency and comfort, which may help reduce your energy use. However, your actual energy costs will depend on your home, the upgrades installed, and how you use your heating and cooling systems.

You may be contacted by Ecolighten as part of routine program follow-up and quality assurance. Ecolighten helps ensure that program activities, installations, and customer interactions meet program standards and guidelines.
