Long Term Transmission Queue Updated - Correction

A correction has been made on item 18 of the Document Change History update, at the bottom of the Long Term PTP Transmission Queue document, to reflect the correct TSR Number that was added.

webOASIS outage

OATI has scheduled a forced outage on webOASIS on August 2, 2016 from noon to 1 pm. All users need to log into webSmartOASIS, instead of webOASIS during the window of 12:00 p.m. to 1:00 p.m. PPT.


F2017-F2019 Revenue Requirements Application

On July 29, 2016, BC Hydro filed its F2017-F2019 Revenue Requirements Application (Application) with the British Columbia Utilities Commission. The Application seeks approval of BC Hydro’s revenue requirements and rates for the F2017 through F2019 period, including its transmission revenue requirements and proposed transmission rates in Chapter 9. Long Term Competition

On July 18, 2016, BCPS submitted a Transmission Service Request, No. 83109431 with the type of RENEWAL to rollover its current contract of 160 MW on the BCHA – AESO Path for a 5 year term (the Rollover Request).

BC Hydro has completed an evaluation of the Long-Term Transmission Requests currently in the queue and determined that two Point-to-Point requests are qualified as the Competing Requests. These Competing Requests have met all the criteria set out under Section 4 of BC Hydro’s Rollover of a Long Term Transmission Reservation Business Practice. BC Hydro will process the Competing Requests, one at a time, starting with the TSR that has the higher queue priority, as follows:

  • a) TSR#76072652 queued on 2011-08-19 submitted by BCPS requesting transmission service with a Start Time of 2017-08-01 00:00 PPT and a Stop Time of 2023-08-01 00:00 PPT for 80 MW.
  • b) TSR#76072653 queued on 2011-08-19 submitted by BCPS requesting transmission service with a Start Time of 2017-08-01 00:00 PPT and a Stop Time of 2023-08-01 00:00 PPT for 80 MW.

Pursuant to section 5 of the Rollover of a Long Term Transmission Reservation Business Practice, BC Hydro will initiate a Competing Process on July 22, 2016. The following describes BC Hydro’s steps in executing the Competing Process:

  1. On July 21, 2016, BC Hydro notified BCPS (the Rollover Request Customer), by email, of its Right of First Refusal (ROFR) pertaining to Rollover Request TSR#83109431 in a Competing Process.
  2. On July 22, 2016, BC Hydro will offer BCPS’s TSR#76072652 (the Competing Request Customer), by email, a transmission capacity of 80 MW with a Start Time of 2017-08-01 00:00 PPT and a Stop Time of 2023-08-01 00:00 PPT on the condition that BCPS (the Rollover Request Customer) does not exercise its ROFR.
  3. The Competing Process will continue should the Competing Request Customer not accept BC Hydro’s offer.

Extended Windows for New Month August 2016

Long Term Point-to-Point Competition

On June 29, 2016, TCP submitted a Transmission Service Request, No. 83008230 with the type of RENEWAL to rollover its current contract of 100 MW on the BPAT – AESO Path for a 5 year term (the Rollover Request).

BC Hydro has completed an evaluation of the Point-to-Point Transmission Requests currently in the queue and determined that two Point-to-Point requests are qualified as the Competing Requests. These Competing Requests have met all the criteria set out under Section 4.0 of BC Hydro’s Rollover of a Long Term Transmission Reservation Business Practice. BC Hydro will process Competing Requests, one at a time, starting with the TSR that has the earliest queue time, as follows:

  • a) TSR#76446760 queued on 2011-12-12 submitted by TCP requesting transmission service with a Start Time of 2017-07-01 00:00 PPT and a Stop Time of 2022-08-01 00:00 PPT for 100 MW.
  • b) TSR#76490214 queued on 2011-12-28 submitted by BCPS requesting transmission service with a Start Time of 2017-07-01 00:00 PPT and a Stop Time of 2025-07-01 00:00 PPT for 100 MW.

BC Hydro will initiate a Competing Process on July 5, 2016, pursuant to section 5.0 of the Rollover of a Long Term Transmission Reservation Business Practice. The following describes BC Hydro’s steps in executing the Competing Process:

  1. On June 30, 2016, BC Hydro notified TCP (the Rollover Request Customer), by email, of its Right of First Refusal (ROFR) pertaining to Rollover Request TSR#83008230 in a Competing Process.
  2. On July 5, 2016, BC Hydro will offer TCP (the Competing Request Customer), by email, transmission capacity of 100 MW with a Start Time of 2017-07-01 00:00 PPT and a Stop Time of 2022-08-01 00:00 PPT on the condition that TCP (the Rollover Request Customer) will not exercise its ROFR.
  3. The Competing Process will continue should the Competing Request Customer not accept BC Hydro’s offer.

OATI webOASIS to Retire September 14, 2016

Further to the bulletins posted on April 25, 15, 14, 6 and 4, March 17 and 3, 2016, December 29 and 23, November 20 and October 26, 2015, OATI is extending the webOASIS/webSmartOASIS parallel operations due to requests from customers for more training, time to familiarize themselves with the new system, and time to resolve remaining client side configurations. Accordingly, OATI will announce additional training sessions in the near future. OATI webOASIS will retire on September 14, 2016 and webSmartOASIS will replace the webOASIS system. Please contact support@oati.net if you have questions about webSmartOASIS.

Outage to Posted Forced and Planned Outage Reporting

On Saturday May 14, 2016 there will be an outage to the BC Hydro outage scheduling and event logging application from 5:25 am to ~ 12:00pm (Noon) PDT. There will be no postings on the Transmission Outages pages for new forced outages, planned outages, or status updates or any other revisions during this period. These processes are expected to resume at the conclusion of the upgrade of the source application around Noon. The updated posting of the Annual Outage Plan that normally occurs at 10:00 am will also be suspended and resume on time for Sunday’s posting.
