BC Hydro has an organization-wide Cybersecurity Incident Response Plan or CSIRP. This plan includes activities carried out by certain roles to support CIP compliance where this relates to our critical BES-related assets or systems.
We also have a BES Cyber System (BCS) Master Recovery Plan that describes the process for recovering our CIP cyber assets or systems where an event such as a cybersecurity incident may result in the need to recover, fail-over, or restore our assets or systems. Lower-level procedures, outside of the master plan, are used for recovery of specific types of assets and systems.
When Anita reports the cyber security incident to the IT Help Desk, the following key activities would be carried out, as detailed in the plans.
- Cybersecurity Operations, BC Hydro’s cybersecurity experts, are contacted 24/7 via the IT helpdesk, and will lead the investigation and steps to respond to a cyber security incident.
- Once steps are taken to contain or eradicate the threat the focus is on technical team experts, who follow detailed CIP asset and system recovery plans. Note that recovery of a CIP cyber system can also be triggered by other types of incidents, such as a fire or a flood.
Process steps, roles and responsibilities for cyber security incident response are documented in the CSIRP. The companion field document, System Operating Order 6J-11 Cyber Security Incident Identification, provides a process overview and suspected cyber security incident reporting instructions for use by the field. These documents, as well as the BCS Master Recovery Plan, are available through CIP Central. You are not required to read these documents to complete the review and acknowledgment of the above information.
