BC Hydro initiated its Water Use Planning program in November 1998. A Water Use Plan (WUP) provides the water management requirements (operational boundaries) for 23 hydroelectric power developments, balancing the environmental, social, and economic values expressed during public consultation. In addition, the WUP defines the programs required to assess the efficiency of the water management requirements and physical work programs.

Twenty-three WUPs have been developed and as of March 31, 2006 the Comptroller of Water Rights has issued Orders for 19 of the 23 plans submitted, (as Alouette is undergoing a new filing). Implementation of the remaining WUPs is expected during the next year.
