Guided by the policy actions and directions contained in the 2007 BC Energy Plan, the 2008 BC Bioenergy Strategy, and the Clean Energy Act, BC Hydro has implemented a number of initiatives to procure bioenergy from projects that utilize wood fibre and biomass fuel sources.
BC Hydro has completed the following bioenergy initiatives:
Bioenergy Call for Power Phase 1 Request for Proposals– The resulting four Electricity Purchase Agreements (EPAs) were accepted by the British Columbia Utilities Commission under Section 71 of the Utilities Commission Act on July 31, 2009.
Bioenergy Phase 2 Call Request for Proposals – a competitive call for larger-scale biomass projects, with a target to acquire up to 1,000 GWh per year of cost-effective electricity.
Community-Based Biomass Power Call – Request for Qualifications – sought output from smaller scale (no greater than 5 MW in size) community-based energy solutions using biomass.
The following bioenergy initiative is currently active:
Integrated Power Offer – currently for pulp and paper companies eligible for funding under the federal government's Green Transformation Program.
These bioenergy acquisition processes help British Columbia reach the goal of becoming electricity self-sufficient by 2016, while securing cost-effective firm, clean or renewable, carbon-neutral energy for ratepayers.
