Guided by the policy actions and directions contained in the 2007 BC Energy Plan: A Vision for Clean Energy Leadership and the 2008 BC Bioenergy Strategy: Growing Our Natural Energy Advantage, BC Hydro is conducting a two-phase call for power to utilize wood fibre and biomass fuel sources. The Bioenergy Call will help British Columbia reach the goal of becoming electricity self-sufficient by 2016, while securing cost-effective firm, clean or renewable, carbon-neutral energy for ratepayers. Phase II was launched on March 5, 2009.
Phase I is now complete. The resulting four Electricity Purchase Agreements (EPAs) were accepted by the British Columbia Utilities Commission under Section 71 of the Utilities Commission Act on July 31, 2009. More information can be found on the Phase I RFP website.
In support of the 2008 BC Bioenergy Strategy, BC Hydro has three initiatives underway:
Biomass Projects Request for Proposals: a competitive call for larger-scale biomass projects, with a target to acquire up to 1,000 GWh per year of cost-effective electricity.
Community-Based Biomass Request for Qualifications: seeking output from smaller scale (less than 5 MW in size) community-based energy solutions using biomass.
Integrated Power Offer: for pulp and paper companies eligible for funding under the federal government’s Green Transformation Program.
