Before beginning an application, the developer should thoroughly review the Standing Offer Program Rules to determine if the project is eligible for the Program. Developers are also encouraged to attend an Information Session.

In addition to the Application Form, the developer must submit several exhibits, as applicable to the Project. The following is a list of the exhibits that may be required with an application. Explanations and details of each exhibit can be found in the Application Form.

• Project description
• Common Generation Facility information
• Minister’s Letter of Confirmation or EcoLogo^M Letter of Opinion
• Greenhouse gas plan for the Project location
• Geographical map of the Project location
• Expected layout of the key facilities comprising the Project
• Generation Technology details (fuel conversion process)
• Copy of Electricity Supply Agreement (ESA) for a Project Behind a Customer Load
• Copy of Electricity Purchase Agreement (EPA) with BC Hydro or copy of sales commitment to a party other than BC Hydro
• Load Displacement or Demand Side Management agreements
• Permits, site control, zoning approvals and supplementary consultation information
• Additional interconnection information and Consent to Disclosure of Information
• Information about limited partnership, general partnership, joint venture or other entity
• Project organization chart and list of Project development team members
• Draft Project schedule
• Additional information about the total Project energy
• Proposed changes to the Standard Form EPA
• Proposed changes to the Network Upgrade Security Form
• Disclosure under the BC Hydro Code of Conduct Guidelines

Once the application package is complete, the developer must submit the following:

• Two (2) hard copies of the completed and signed Standing Offer Program Application Form with appropriate exhibits, and
• One (1) electronic copy (on compact disc) of the completed Standing Offer Program Application Form in editable form fields MS Word format

to BC Hydro at:

BC Hydro will confirm receipt of the application by sending an email to the developer’s designated contact person as specified in the application.
