Capacity and Associated Energy RFEI Questions & Answers

Selected questions submitted by project proponents interested in participating in the Capacity and Energy RFEI and BC Hydro's answers to them are posted on this page.

6. Has there been an extension for the submission of RFEI Questionnaires?

Yes. BC Hydro has decided to extend the deadline for the submission of RFEI Questionnaires, provided that responses are submitted on or before January 7, 2005. The reason for this extension is that new private sector projects have been identified as a result of the 2005 IEP stakeholder engagement process. BC Hydro believes that this additional information would help inform the database of resource options used in the electricity planning process.

Project proponents who are planning on making a submission should read through the RFEI document to familiarize themselves with its terms and conditions. Please note that RFEI Questionnaire responses should include sufficient information for BC Hydro to make an initial evaluation of the project's cost and development probability. Responses with insufficient information may be excluded from further consideration. Also, as the evaluation of original submissions is underway, please note that new submissions will be reviewed separately.

5. We have a project that has very little storage area (basically run-of-the-river) that was submitted in the 2000/2001 Green IPP call. We are wondering if it would qualify for this call or not.

The purpose of this RFEI is not to qualify users for future calls. It is generally assumed that for a run-of-river plant, the dependable capacity is taken to be that capacity which can be generated at the time of the year when peak load is critical, using the lowest monthly flows known to occur during any winter month (i.e., November to February inclusive).

4. We participated in the last call from BC Hydro in 2003 and qualified to bid; however, we did not submit a final tender. Do we then have to submit the RFEI or is our prior participation sufficient? Our projects have not changed since the last call.

If you have participated in any of BC Hydro's calls since 2000 we will have your information on file. If however the RFEI Questionnaire is requesting information that wasn't provided in your original submission, particularly related to calculating costs and the ability to provide dependable capacity, please augment this by submitting the RFEI Questionnaire.

3. Will a capacity project be eligible for any future calls resulting from this RFEI if it does not submit the RFEI Questionnaire on November 15th?

No, it is not necessary to respond to this RFEI to be eligible for a future capacity call. The purpose of this RFEI is not to pre-qualify respondents for any future call for tenders or request for proposals. By filling out the Questionnaire however, BC Hydro will have a better understanding of the capabilities of the private sector to meet BC's future needs. This will help to determine the timing and content of a future call process.

2. We are interested in sending a response to your RFEI. Can you please tell me if the assets (capacity) have to be located in BC?

 

This RFEI is open only to proponents of projects located in British Columbia.

1. What is the benefit to us participating in this call?

The primary purpose of this Request for Expression of Interest (RFEI) is to identify dependable capacity acquisition opportunities in the private sector, to assist BC Hydro in determining the timing and content of competitive capacity call processes.

The benefit to British Columbia's Independent Power Producers and customers will be improving the representation within BC Hydro of the scope and attributes of possible private sector projects that informs energy planning and acquisition activities. This meets with the BC Energy Plan objective of supporting private sector opportunities in electricity supply.

As outlined in the RFEI document this process is specifically focused on dependable capacity available throughout BC. Any future call that may result from this RFEI differs from past calls which have been capacity specific to Vancouver Island, or have focused on energy. To help BC Hydro assess a provincial-wide capacity call, BC Hydro has proceeded with this process.

As indicated on the RFEI Questionnaire, if you have submitted project information since 2000 and your project information has not changed, there is no need to respond to this RFEI.
