Business practices

The business practices listed below provide policy and procedures for doing business with BC Hydro and include specific detail and/or clarification on the implementation of the Open Access Transmission Tariff. 

While these govern, transmission customers should also refer to NAESB and WECC for business standards and regional criteria, which we follow in most, but not all, respects.

Making changes to these practices

Typically, new business practices and/or significant modifications to existing business practices will be posted for transmission customers to comment upon within a designated two-week period. If a transmission customer proposes significant modifications to a business practice during this process, which are acceptable to BC Hydro, the business practice will be further amended and posted again for a one-week comment period.

Transmission customers’ comments and/or our responses will be posted for transparency, as deemed appropriate. If no transmission customer comments on the proposed modifications, the amended business practice will be finalized and become effective shortly after the comment period concludes.

Ancillary Services Election Form*

A Transmission Customer must complete this form to inform BC Hydro which Ancillary Services it will purchase from BC Hydro, per Rate Schedules 05 – 08, prior to the commencement of service requested. 

Pursuant to Section 3 of the OATT, Ancillary Services are needed with transmission service to maintain reliability within and among the Balancing Authorities affected by the transmission service.  

Shipper's Declaration Form *

The Eligible Customer must complete this form if it intends to export energy from Canada to the United States or Mexico. 

Through this Form, the Eligible Customer is declaring that the property is being shipped for export from Canada within the meaning of the Canadian Excise Tax Act Sections 1 or 15.2 of Part VII of Schedule VI; and that the freight transportation service supplied by the carrier (BC Hydro) is part of a continuous outbound freight movement within the meaning of the Canadian Excise Tax Act Section 7 of Part VII of Schedule VI. 

An Eligible Customer must complete and return a Shipper’s Declaration form to qualify for GST zero-rated transmission charges on electricity exports.  Refer to BC Hydro’s Settlements & Billing Business Practice for further information.

Supply of Losses Election Form *

The Eligible Customer must complete this form to elect to self-supply or purchase transmission losses from BC Hydro.

Per Section 15.7 of the OATT, real power losses are associated with all transmission service and it is the Transmission Customer’s responsibility to replace losses as calculated by BC Hydro.  The Transmission Customer may elect to self-supply losses per Rate Schedule 10 or purchase Loss Compensation Service from BC Hydro per Rate Schedule 09.

The Eligible Customer must complete this form as part of the registration process to confirm that it does not have any affiliates that own, control or operate any transmission facilities. 

If the Eligible Customer has affiliates that own, control or operate any transmission facilities, it will need to declare them in Section 3 of the Umbrella Agreement.

Voluntary Disclosure Posting Form *

This consent form enables BC Independent Power Producer’s (IPP) Non-Public Transmission Function Information (NPTFI) to be shared between BC Hydro’s Transmission Function Employees (TFEs) and BC Hydro’s Marketing Function Employees (MFEs) on an ongoing basis to meet BC Hydro’s operating, planning, and monitoring requirements.

BC Hydro Customer Contact Information Form *  [XLS, 28 KB] 

New Transmission Customers must complete this form to notify BC Hydro about their contact information as part of the registration process.

Existing Transmission Customers should use this form to update their contact information should it change.

Canada Energy Regulator (CER) Permit *

The CER permit must be obtained by the Eligible Customer if it intends to export energy generated from Canada to the United States or Mexico.  Please contact the Canada Energy Regulator (CER) at (403) 292-4800 or via its website https://www.cer-rec.gc.ca/.

Note that Per Section 5.3 of the OATT, BC Hydro may refuse to provide transmission service to facilitate the export of electricity from Canada if BC Hydro has not been supplied with a copy of the exporter’s permit or license issued by the CER.
