Amended Reassignment Agreements Application - Approved

Further to the bulletin posted on November 9, 2017, the BCUC via Order Number G-197-17 approved BC Hydro’s application regarding Attachments A-1 and B-1 of its Open Access Transmission Tariff (OATT). Attachments A-1 and B-1 were merged together to form a single Attachment B-1 to the OATT, which governs all forms of reassigned point-to-point transmission service.


Extended Windows for New Year's Day

OATT Rate Schedule 09 Application

BC Hydro advises that it intends to seek approval from the BCUC of a proposed amendment to OATT Rate Schedule (RS) 09 - Loss Compensation Service to remove the termination date (currently March 1, 2018). No other changes to the OATT are proposed at this time. BC Hydro includes a blacklined version showing its proposed change to RS 09.

BC Hydro believes that the termination date can be removed from RS 09 because:

  1. It is an artifact of the relationship between BC Hydro and BCTC and is no longer required;
  2. BC Hydro rate schedules typically include termination dates only when they are required for temporary purposes such as pilot programs; and
  3. Its removal will promote regulatory efficiency since it requires BC Hydro to submit regular applications to the BCUC that serve no other purpose than to extend the termination date.

Business System Update - Revision

On December 11, 2017 between 10:00 am to 12:00 pm, BC Hydro will be updating one of its business systems (MODS) in the Production environment. We don’t anticipate there to be scheduling issues for our OATT customers.  However, please contact Brenda Ambrosi at 604-455-4203 if you experience any issues.

Application for Approval of Amended Reassignment Agreements

On November 9, 2017, BC Hydro submitted an application, to the British Columbia Utilities Commission (Commission), for approval of the amendments to Attachments A-1 and Attachment B-1 of the Open Access Transmission Tariff (OATT). Attachments A-1 and B-1 are forms of service agreement for the resale, reassignment or transfer of point-to-point transmission service (Reassignment Agreements). The Commission previously approved the Reassignment Agreements, but BC Hydro did not implement them in the OATT due to an oversight. BC Hydro is filing this application now to implement the previously approved Reassignment Agreements, with some immaterial adjustments to have a single form of agreement for all reassignments. BC Hydro is also seeking approval of a corresponding housekeeping amendment to the OATT to reflect these amendments.


Reminder - NAESB Electronic Tagging (eTag) Specification Version 1.8.2 Retires today, November 6 at 22:00 PPT

Further to the bulletins posted on November 1, October 11 and August 28, the industry retirement of e-Tag version 1.8.2 is scheduled for today, November 6, 2017 at 22:00 PPT. Customers are encouraged to review all v1.8.2 eTags active past the retirement date of v1.8.2 of the eTag specification and verify whether a portion of the eTag extending past the retirement date of v1.8.2 should be terminated and replaced with a v1.8.3 eTag. NAESB Electronic Tagging (eTag) Specification Version 1.8.2 Retires November 6 at 22:00 PPT

Further to the bulletins posted on October 11 and August 28, the industry retirement of e-Tag version 1.8.2 is scheduled for Monday, November 6, 2017 at 22:00 PPT. Customers are encouraged to review all v1.8.2 eTags active past the retirement date of v1.8.2 of the eTag specification and verify whether a portion of the eTag extending past the retirement date of v1.8.2 should be terminated and replaced with a v1.8.3 eTag. Application to Amend OATT to Enhance Dynamic Scheduling – BCUC Order

NAESB Electronic Tagging (eTag) Specification Version 1.8.3 Implementation Plan & Timeline

Further to the bulletin posted on August 28, the industry retirement of eTag version 1.8.2 has been scheduled for Monday, November 6, 2017 at 22:00 PPT.  Customers are encouraged to review all v1.8.2 eTags active past the retirement date of v1.8.2 of the eTag specification and verify whether a portion of the eTag extending past the retirement date of v1.8.2 should be terminated and replaced with a v1.8.3 eTag. Further to the bulletin posted on August 28, this is a reminder that the industry launch of eTag version 1.8.3 is scheduled for Tuesday, October 10, 2017 at 22:00 PT (00:00 CT). Please review the August 28 bulletin for details, and to verify whether any actions are required by your company.


Application to Amend OATT to Enhance Dynamic Scheduling

Further to the bulletin posted on August 25, 2017, BC Hydro filed an application [PDF, 3.0 MB] with the British Columbia Utilities Commission on October 2, 2017 to amend the dynamic scheduling provisions of its Open Access Transmission Tariff (OATT). The proposed OATT amendments reflect enhancements to the dynamic scheduling provisions of Attachment Q-1, which will allow the dynamic scheduling of imports and exports using any transmission reservation priority.
