Long Term Rollover and Competing Process

Posted on December 8, 10:45 a.m.

On 03 December 2015, BCPS submitted two applications for transmission service via ARef#81949205 and ARef#81949206 with request type ‘Renewal’ to rollover its current contracts of 50MW each on the BCHA-AESO Path for a term of 5 years (the Rollover Request).

BC Hydro has completed an evaluation on the Long Term Firm Point-to-Point Transmission Requests and identified two requests in the queue submitted in 2011 as the Competing Requests. These Competing Requests have met all criteria outlined in section 4 of BC Hydro’s Rollover Rights of Long Term Firm Transmission Service Business Practice. Details of the Competing Requests in priority sequence are:

A. ARef#76072650 submitted on 19 August 2011 by BCPS requesting transmission capacity of 50MW for a 6-year term with service starting 1 January 2017 on the BCHA–AESO Path.

B. ARef#76072651 submitted on 19 August 2011 by BCPS requesting transmission capacity of 50MW for a 6-year term with service starting 1 January 2017 on the BCHA–AESO Path.

BC Hydro will process the Competing Requests, one at a time, starting with the Competing Request in the higher queue priority.

Pursuant to section 5 of BC Hydro’s Rollover Rights of Long Term Firm Transmission Service Business Practice, BC Hydro is initiating a Competing Process today, 8 December 2015. Outlined below are the steps that BC Hydro will take to execute the Competing Process:

1. On 8 December 2015, BC Hydro will counteroffer to BCPS’s ARef#76072650 (the Competing Request customer) by email. The Competing Request customer shall confirm its acceptance of the counteroffer within 15 Calendar Days via e-mail.

2. Once a counteroffer is accepted, BC Hydro will notify the Rollover Request customer of a required match to the Competing Request via e-mail.

3. Competing Process will continue with Rollover Request next in the queue.
