M&P (Management & Professional) staff are not covered under collective agreements. Consultants are primarily involved in the support and provision of specialized expertise to major projects and initiatives and at any given time can equate to five to 10 per cent of BC Hydro's workforce. Contractors and subcontractors are usually as defined as skilled trades workers that support BC Hydro's core operations in maintaining, sustaining and restoring its generation and distribution services and like Consultants, may at any given time may equate to five to 10 per cent of the BC Hydro's workforce.

In addition, in 2003, BC Hydro outsourced a number of its "back office" support service functions and transferred approximately 1,600 employees to Accenture Business Services for Utilities.
