BC Hydro initiated its Water Use Planning program in November 1998. A Water Use Plan (WUP) provides the water management requirements (operational boundaries) for 23 hydroelectric power developments. The overall goal is to use public consultation to find a balance between competing uses of water such as domestic water supply, fish and wildlife, recreation, heritage, and electrical power needs that are socially, environmentally and economically acceptable to British Columbians. In addition, the WUP defines the programs required to assess the efficiency of the water management requirements and physical work programs.

Twenty-three WUPs have been developed. As of March 31, 2008 the Comptroller of Water Rights has issued Orders for 20 of the 23 plans submitted. Two more orders are expected in 2008 and the final one in 2009.
