This indicator provides a measure of the extent to which BC Hydro and other utilities reduce consumption and purchases of new insulating oil by reusing existing inventories of insulating oil that may have otherwise been disposed of as waste or recycled for another purpose. The reuse rate was lower in 2003 because oil storage tanks at Surrey Oil Operations were filled to capacity and no oil could be accepted for decontamination from July to November. Shipments that would have otherwise been processed for reuse were diverted to off-site facilities for energy recovery. The net effect was a decrease in the amount reused of the total amount received.
