BC Hydro to post public opening of bid documents on BC Bid

Effective November 3, 2009 BC Hydro will be discontinuing the 2 p.m. public bid openings at BC Hydro's office at 333 Dunsmuir St. in Vancouver. In its place, the names of all suppliers that have responded to tenders and RFPs will be posted to the BC Bid website.

This procedural change is consistent with the requirements set out in the BC Hydro Act, Section 15 regarding public openings. The benefits of this process change include:

  • Improved access to public information from any web-enabled device via the BC Bid site;
  • Elimination of travel costs and waiting times for suppliers to attend bid opening meetings.

Disclosure of information for tenders

Suppliers are cautioned not to assume that the lowest priced tender will be awarded the work.

After the closing time, BC Hydro shall open the tenders and make the names of suppliers and their prices publicly available on the BC Bid website. BC Hydro will endeavor to post suppliers’ names and lump sum prices on the bid closing day, but reserves the right to post the information up to two business days after the closing of tenders

For unit price tenders, one line item price from each tender received will be posted.

Disclosure of information for requests for proposals (RFPs)

After the closing time, BC Hydro shall open the proposals and make the names of suppliers publicly available on the BC Bid website. BC Hydro will endeavor to post the suppliers’ names on the RFP closing day, but reserves the right to post the information up to two business days after the closing of RFPs

Following the posting of suppliers’ names to the BC Bid site, tenders and proposals will be subject to a compliance check and evaluation process.
